Translator's note:
The assumption of these
rules is that sticking-hand competition is conducted without any form of
striking with the legs. The protective gears are mainly head gear and
protective vests, without any form of hand protector. The figures are
not yet available. Please note that the numbers for the rules are
different compare to the original rules in Chinese.
Chapter One:
Principles
Rule No. 1: The
nature of this competitive sport
1. Individual
competition: acquire competitive result in personal priority in any
competitive division.
2. Group
competition: acquire competitive result in group-priority according to
the rules and predetermined divisions.
Rule No. 2: Method
of competition
1. According to the
number of participants to determine whether it should be single
circular, group circular, single or double elimination.
2. Each match
consist of 3 rounds and 2 to win, 1 minutes net sticking time per round,
1-minute rest between rounds
Rule No. 3:
Requirements of Participant
1. Age groupings:
(1) Youth group 18-35
years of age
(2) Middle age group:
35-50 years of age
(3) Senior group: above
50 years of age
2. Sex: There will
be Man and woman groups.
3. Participant
must have a clean medical certification dated not more than 15 days
before the competitive event and insurance certification
4. Participant
must be well versed with Yong Chun Routine and has experience in
sticking hand competition.
Rule No. 4: Weigh
Divisions

Rule No. 5:
Measuring Weigh
1. After all
requirements of participants have been checked then qualified
participants will be measured under the supervision of the Appeal
Committee, recorded by the roster keepers co-ordinated by the planning
sub-committee and referee panel.
2. Participants
must arrived at the specified time and place for weighting (when
weighting only basic underwear is wore), the weighting process should be
completed within 1 hour.
3. Weighting will
start from lightest weight division. The weight of participant must be
relevant to the division on application, and the weight of the
participant under the applied weigh division can still participate in
the original division. If weight of the participant over the applied
weigh division then he or she will be arranged to participate in the
relevant division.
4. After health
check and the measuring process, participants will be pair of randomly;
the Organising Committee must approve exceptional circumstance (such as
participants promoted to participate in a higher weigh division when
there are three of them).
Rule No. 6:
Manners in competition
1. "Entrance":
Referees from a queue when enter the arena, standing in the middle of
the arena, facing the panel of judges. When introducing referees, the
introduced referee should stand up straight and make the "palm and fist"
salute to greet the spectators, and then side referees will go to each
side of the ring and facing the centre.
2. After athletes
enter to the arena, stand on each side of the referee in the arena,
facing the panel of judges, when introducing athletes, the introduced
athlete should stand up straight and make the palm and fist salute to
greet the spectators, and then salute each another.
3. At the end of
the competition, after listening to the decision of the referee, the
athletes must first make the palm and fist salute to greet the referee
in the arena before leaving the arena.
Rule No. 7:
Protection wear and uniform
Athlete must wear the
proper clothing and protective gears for Yong Chun Quan sticking hand
competition (clothing and protective gears as per the attached
sketches).
Rule No. 8: Signs
use in competition
1. 5 seconds
before the commencement of each round, the timekeeper will blow the
whistle for preparation, and will sound the cymbal at the end of the
round.
2. The referee in
the arena will call and use hand signs to communicate the decisions of
the match.
3. The side
referees will co-ordinate with the referee in the arena by flags and
hand signs.
Rule No. 9: Rules
during the competition
1. Athlete must
obey the rules of the competition, solemnly and seriously in carrying
out the competition, hurting the opponent intentionally is strictly
forbidden.
2. Coaches and team
medical doctors will sit in assigned area, only in resting periods
between rounds that they are allowed to attend to the athlete for
massages and give instructions, giving instructions by shouting and
signalling from the floor are not allowed during competition.
3. Due to special
circumstance during competition, the athlete can request to stop
temporary but much made the request known to the referee by raising one
hand.
4. Athlete must not
keep long fingernail, nor wears any decorative item in the competitive
arena.
Rule No. 10:
Forfeiture
1. During the
period of the competitive event, an athlete taken ill and is not
suitable for participation must be certified by a medical doctor at the
event, he or she will be considered as forfeiture.
2. Athlete fail to
report after roster call for the third time, or leave after reported,
will be considered as forfeiture.
3. During
competition, the athlete can request forfeiture by raising both hands,
the coach can request forfeiture by raising a flag towards the referee
in the arena, athlete terminate the match by his or her own accord, will
be considered as forfeiture.
Chapter Two: The
duty and responsibility of judging officials
Rule No. 11: The
organisation of the judging officials
1. Chief judge 1
person, deputy chief judges 1-2 persons
2. Referee penal:
chief referee, record keeper, score keeper, timekeeper, 1 person in each
position, 1 referee in the arena and 5 referee in the sides.
3. Planning
sub-committee: 1 chief planner and 2 - 3 planners
4. Roster keeper: 1
chief roster keeper, 2 - 3 roster keepers
5. Announcers, 1 -
2 persons
6. Medical
attendant, 2 - 3 persons
Rule No. 12: Duty
and responsibility of the judging officials
The judging officials are
under the leadership of the Organising Committee, and should be
solemnly, seriously, impartially in conducting the work of the Judging
Committee properly, the individual responsibilities are the following:
1. Chief judge:
(1) Leading the personnel
of the Judging Committee in learning the rule, principle, and explain
the methods in judging.
(2) Assignment of duties
to the Judge Committee
(3) Resolve any problem
that might arise during competition according to spirit set out in the
competitive rules and principles, he or she does not have the right to
alter the competitive rules and principles.
(4) Giving advice to the
referee penal during competition and has the power to change the
assignments of individuals of the referee penal. He or she has the right
to make the final decision if there is conflict or contradiction in the
work of the referee penal.
(5) Prior to the
competition, organising judges to inspect the venue, equipment and
relevant apparatuses for judging.
2. Deputy chief
judge:
Assist the work of the
chief judge, and as a replacement during the absence of the chief judge
3. Chief referee:
(1) Organising the
referee penal in learning the practical aspects of judging, and to
confirm various relevant issues.
(2) Inspection of
equipment for competition, assess and sign the score form.
(3) During competition,
if there is disagreement between the referee in the arena and the side
referee then he or she has to make the final decision.
(4) During competition,
if there is problem in the work of the referees when carryout
supervisory inspection then he or she has the right to stop the
competition temporary to rectify the problem.
4. Referee in the
arena:
(1) Carryout safety
inspection of the participating athletes, and correct immediately
anything contrary to the rules.
(2) Calling or use hand
signals to assign the winning points.
(3) Announce the final
result of the match.
5. Side referee of
the arena:
Calculate the scores of
athletes in the arena with computers, assist the referee in the arena in
refereeing, if there is misjudgement of wrong judgement then he or she
should notify the referee in time by the use of flag or hand signals.
6. Record keeper:
(1) According to the
decision of the referee in the arena, record accurately the scores and
penalties of both participating athletes.
(2) Report to the judge
when one side's penalty is more than 6 point to stop the competition.
(3) At the end of the
match, prepare the results and report to the judge.
7. Score keeper:
According to the decision
of the judge, in time and accurately showing the scores and penalties of
both participating athletes.
8. Time keeper:
Handle correctly the
competitive timing; signal the beginning and ending of the competition
9. Planning
subcommittee:
(1) Assess application
forms, planning the agenda of the competitive event.
(2) Responsible for the
allotment of athletes in each weigh division, planning the timetable of
the competitions.
(3) Prepare all the forms
necessary for the competition.
(4) Register and announce
the results of all matches, and the positions of athletes.
10. Roster keeper:
(1) Roster call 20
minutes prior to competition, carryout inspection of the athletes
according to the rules on the clothing, etc.
(2) Responsibility for
weighting the athletes.
(3) Dealing with all
immediate issue concerning the participating athletes arisen prior to
the match, such as forfeiture and special announcement
11. Announcer:
During the competition,
announce the results of competitions; introduce the relevant rules,
regulations, specialities in the competitive event, and advertisements
approved by the organising committee.
12. Medical
attendant:
(1) Assess athlete's
medical certificate.
(2) Responsible for
medical surveillance and emergency during competition, and assess
whether an athlete can continue in a competition and make
recommendation.
Chapter Three: The
duty and responsibility of the Appeal Committee
Rule No. 13: The
organisation of the Appeal Committee
The Appeal Committee
composed of the director, deputy director, and 3 committee members to
form a team of 5 persons.
Rule No. 14: The
responsibility of the Appeal Committee
1. The work of the
Appeal Committee is under the leadership of the Organising Committee, to
receive appeal from participating teams with opinion differ from the
ruling of referee regarding the violation of rules and principles set
out for competition.
2. Upon an appeal,
it should be deal with immediately without causing any delay to the
relevant match in determining the position and award if any.
3. According to the
evidence produced on the instance relevant to the appeal, review of
video is acceptable if necessary during the investigation. The Appeal
Committee will call for a meeting with the Referee Penal to discuss and
study the instance. Relevant personnel are permitted to be present at
the meeting without voting right, the decision of the committee is
effective if it is agreed by over half of the number of the committee
present at the meeting.
4. Member of the
committee can not participate in an appeal if it is associated with an
organisation where he or she is also a member.
5. Question the
produced evidence, and after rigorous examination, reject the appeal if
no fault is found, revert the decision if clear mistake is found, the
decision of the Appeal Committee is final.
Rule No. 15: The
appeal process and requirement
1. If the
participating team has an opinion differ from the ruling of referee. No
more than 30 minutes after the end of the match, the leader of the team
or the coach should make a written appeal to the Appeal Committee, and
pay a deposit of RMB1, 000 (US$125) at the same time. If the appeal is
correct then the decision will be reverted and RMA800 (US$100) will be
returned. If the appeal is not correct and rejected than the deposit
will be channelled to a foundation to encourage quality referees.
2. All teams must
obey the final decision of the Appeal Committee, if there is harassment
resulting from disagreeing with the decision, according to the severity
of the situation, recommendation will be made to the Competition
Supervisory Committee, the Organising Committee to deal with the
situation solemnly.
Chapter Four: The
duty and responsibility of the Competition Supervisory Committee
Rule No. 16: The
organisation of the Competition Supervisory Committee
The Competition
Supervisory Committee composes of the director, deputy director, with 3
or 5 committee members.
Rule No. 17: The
responsibility of the Competition Supervisory Committee
1. Supervise the
work of the Appeal Committee. When individual member of the Appeal
Committee fails to carryout his or her work properly, making unfair
judgement in violating the "rules and regulations of the appeal
committee". It is the duty of the Supervisory Committee to criticise, to
educate, to penalise such individual by suspension or stopping his or
her work depending on the severity of the situation.
2. Supervise the
work of the referee, criticise, educate, change suspense the work, and
make recommendation to the Management Centre of Martial Art Sports of
the National Sport and Athletic Commission to reduce or suspense his or
her rank. If any one fails to carryout the work of referee correctly,
solemnly, truthfully, fairly, accurately, violation of the rules and
regulation clearly, making false judgement openly, missing judgement,
reverse decision; accepting bribery from participating teams, protecting
an athlete by bias actions.
3. Supervise the
conduct of team leaders, coaches and athletes, criticise, and educate,
to report, and penalise by suspension of competition results and
disqualification depending on the severity of the situation. If anyone
violates the "rules of the competitive arena", "rules for athletes",
such as disobeying the rules and regulations, bribing referee, make
private deals among athletes, fixing game, etc.
4. The Competition
Supervisory Committee will listen to opinions and comments of team
leaders, coaches, athletes, member of the Appeal Committee, referees,
regarding the competition, to guarantee competition will be conducted in
fairness, accuracy, smoothly, and to everyone's expectation.
5. The Competition
Supervisory Committee will not participate in the work of the Appeal
Committee, referee, nor interfere with the work of the Appeal Committee
and referee in carrying out their duties. It will not interfere with the
result or disagreement, and will not change the decision of the referee
nor the Appeal Committee.
Chapter Five:
Methods of attack and scoring
Rule No. 18:
Competition regulations
1. The stating
position is with both athletes with their hands sticking together. Each
athlete with one yang hand and one yin hand and the referee will put
both hands under the contacted hands. When the referee feels that there
is no tension in their hands then the referee will pull out his hands
and call to begin the match by word or blow the whistle.
2. During competition,
athletes can withdraw their hands to attack or neutralise an attack but
not more than 1 second, once the withdrawal of both hands more than 1
second then the competition will stop, and athletes will start from the
spot where they were separated.
Rule No. 19:
Restricted positions
Both eyes, both ears,
mouth, nose, temples, back of the head, throat and neck

Rule No. 21:
Restricted methods of attack
1. It is strictly
prohibited in the use of head, knee, tip of the elbow, finger tips,
elbow techniques can be use in defence but not for attacking.
2. Attacking the
head is limited to the use of the front section of the palm to strike
the forehead and both cheeks, it is prohibited to use the fist, root of
the palm, and finger tips.
3. It is strictly
prohibited in using damaging action such as techniques in the turning of
joint to the opposite direction, apply pressure to vital point, hand to
the groin, struggle hold, arm hold around the neck, etc., to hurt the
opponent. (However, catching and holding which are not involved in the
turning of joint to the opposite direction are allowed.)
Rule No. 22:
Scoring points
1. Winning by
complete advantages
(1) During competition,
one side is injured due to the violation of rules by the opponent and
unable to continue upon the recommendation of doctor, that side will be
awarded as winner, but will not qualify for further competition.
(2) During competition,
either the participant or the coach requested withdrawal; the opponent
will be awarded as the winner.
(3) If one side is struck
down twice to the floor in a round, the opponent will be awarded as the
winner.
(4) If one side received
up to 6 points of warning and/or advice of flaws in a round, the
opponent will be awarded as the winner.
2. Award of 3
points
(1) Able to strike
clearly the effective parts of the opponent continuously (3 times or
more) and the opponent neither able to defend nor to retaliate.
(2) Able to strike the
opponent to the floor with a heavy blows (any part of the body touching
the floor except the legs will be considered as a fall to the floor).
3. Award of 2
points
(1) Using any hand or
stepping technique to force the opponent out of the ring.
(2) When the opponent
received a warning of flew.
(3) Using any hand
technique to hook onto the opponent's neck, and the opponent neither to
defend nor to retaliate.
4. Award of 1 point
(1) Using any technique
to strike clearly the effective part of the opponent once.
(2) If one side is
penalised for being passive, the opponent will be awarded 1 point.
(3) If one side is
advised of a flaw, the opponent will be awarded 1 point.
5. No award of
point
(1) Both sides at the
same time or one after another moved out of the ring, fell on the floor;
no award of point will be made.
(2) Both sides striking
one another at the same time.
(3) Both sides holding,
struggling, hitting one another indiscriminately, pushing one another,
or inactive for more then 2 seconds, than neither will be awarded any
point, and the athletes will restart at the spot where they stop or
appointed by the referee.
Rules No. 23:
Violations
1. Technical
violations
(1) Request to stop when
in an unfavourable situation.
(2) Threaten or disturb
the opponent.
(3) Giving instruction to
the athletic by the coach during competition.
(4) The coach or member
of the team shouting, or making impolite gestures to the referee, or
disobey the decision of the referee.
(5) Deliberately delay
the competitive time
(6) Deliberately not
wearing the mouth guard or spiting-out the mouth guard.
(7) Athlete fails to
follow the required procedures or manners in a competition.
2. Offensive
violation
(1) Attacking the
opponent before the referee calling to commence or after the referee
calling to stop
(2) Using restricted
techniques to attack the opponent or attack the opponent in the
restricted parts of the body
3. Penalty
(1) In a technical
violation, advice is given once
(2) In an offensive
violation, warning is given once
(3) If an athlete
deliberately hurting the opponent will be disqualify, and the opponent
will be awarded as the winner
(4) An athlete will be
disqualified for using restricted drugs or using oxygen in between
rounds
Rules 24:
Temporary stoppages during competition
1. Athlete falls
down or out of the competitive arena
2. Athlete breaks a
rule and being penalised
3. Athlete is
injured
4. Athletes carried
on with out any real attack
5. Athlete being
penalised for being passive
6. Athlete raised
hand requesting for a stop upon objective reasons
7. The Chief
Referee is making a correction when miss out on a decision
8. Rectifying a
problem or an irregularity in the competitive arena
9. Because or
lighting or venue or other objective reasons effected the competition
10. Referee stops
the athletes for a restart or compulsory reading of time
Chapter Six:
Calculation of scores in the determination of the winning positions
Rule No. 25:
Method of calculating points
1. According to the
situation of the competition, referees on the sides will record the
scores of each athlete, at the end of the round, entry is made to the
scoring form, upon the signal of the chief referee, everyone will show
the scores together
2. During
circulation championship, the record keeper will enter the result of the
score on to the record table, winner receives 2 points, looser receives
no point and a draw each athlete receives 1 point
Rule No. 26:
Determination of win or loss
1. At the end of a
round, according to the scores recorded by the referees on the sides to
determine the winner
2. In a round, one
party has been strike down to the floor twice, then the other party will
be declares as the winner of that round
3. In a round, both
athletes' scores are equal, and then the following procedures will
determine the winner:
(1) The side receives the
least numbers of warning is the winner
(2) The side receives the
least numbers of advice is the winner
(3) The person shorter in
height will be the winner
(4) The person lighter in
weight will be the winner (according to the weight on the date of the
match) If the above situations are the same then it is a draw
4. In a match,
winning the first two rounds is the winner
5. In a match,
winning the equal number of round, i.e., with one round ended as a draw,
than the total score of the match will follow the following procedure to
determine the winner:
(1) The side receives the
least numbers of warning is the winner
(2) The side receives the
least numbers of advice is the winner
(3) The person lighter in
weight will be the winner (according to the weight on the date of the
match)
If the above situations
are the same then it is a draw, both with the same positioning
Rule No. 27: The
order of winning position
1. Individual
positioning In elimination championship, positions will establishes
directly In circulation championship, the scores will determinate
the positions with the highest one first, etc., if two or more person
achieved the same score, then the following procedure to determine the
positions:
(1) The side with the
lest number of loosing rounds will be the winner
(2) The side receives the
least numbers of warning is the winner
(3) The side receives the
least numbers of advice is the winner
(4) The person lighter in
weight will be the winner (according to the weight in the date of the
match)
If the above situations
are the same then it is a draw with equal positioning
2. Group
positioning
(1) Each division will
select the first six positions, and the scores of 7, 5, 4, 3, 2, 1, will
be given respectively to the positions of 1, 2, 3, 4, 5, 6, positions
will be determine by the total group scores
(2) Procedure to deal
with the groups with the same score Two or more group with the same
score, then the following procedure to determine the positions:
(a) The group with the
most number of first positions in different classes will be the winner,
if it is the same then it is the most number of second positions in
different classes, and thus follows
(b) The group receives
the least numbers of warning is the winner
(c) The side receive the
least numbers of advising is the winner
If the above situations
are the same then it is a draw with equal position.

Rule No. 30: The
style and requirements for uniforms
Rule No. 31: The
requirements of the competitive arena
1. Competition can be
conduct on a stage (or on the ground surface with mats) which has the
following standards:
(1) The stage should be
60 cm in height, 800 cm in length, 800 cm in width. It should be of
wooden structure with soft mats covered with canvas. At the centre of
the ring there should be the symbol of the plum blossom. The centre of
the symbol is the centre of the ring. There is a ring with 600 cm in
diameter with a red line of 5 cm in width, and there should be
protective mats out side of the ring.
(2) There should be
protective masts surrounding the stage, mats should be 20 - 40 cm in
height and 200 cm in width
